Committee Meeting, September 1st, 2009

Attendance:  Jeff Albrinck, John Ranz, Bill Puthoff, George Synder and Chief Korte

I.      Police

a. Department Structure-  3 Lieutenants and 3 Sergeants-  This structure promotes personal development, provides accountability on all shifts and creates opportunity.  

b. Promotions- Will promote Lieutenants this year (2009) and Sergeants next year
                
Criteria for promotions
10% Seniority
                      20% Evaluations
                      30% Hiring Committee Interviews
                      20% Dr. Daum Leadership Evaluation (JSM needs to complete)
                      20% Written Examination (Policies/Dr. Daum)
                
                   Will explore other testing vehicles for Sergeants process OACP &
                       Psych Dr. from Columbus

c.       Hiring - William Guller will be leaving in January 2010.  If the candidate is not certified then will have candidate in academy in January on the road by mid-September.  Will start process, establish eligibility list and be conscious of the budget.

            d.  Tattoo Policy -  no exposed tats in any uniform -no grandfather
                  (not an issue yet) may effect new hires

e. Mayor's Ct   - HCJC is not taking ANY Mayors Ct. commits even to process
               Exploring alternatives - Our court is "limited" to fine only

f.  Uniforms    l/s  $60 ea  x3 x 19 = $3500  

Will return to traditional grays - every officer is in favor of   losing the tan shirt.  L/S in budget for this year.

g. Capital Items Budget  - Reduced from  $89,175 to $57,525
             Will try to purchase other items with Law Enforcement and Mayors Ct
               funds


II.         Finance
a.      August Financials
b.      2010 Budget Guidance
i.      Income Estimate- Expected to be down in 2010
ii.     Salaries- Mid Year Raises for new employees or newly promoted employees, Council- Continued discussion
iii.    Health Insurance- discussion
iv.     Capital Budget- Departments are advised to be very conservation.  Asked each department to prioritize
c.      Investments- with interest rates remaining low and flat


III.    Administration- 2010 Tax Budget has been accepted by Hamilton County
